AssetSphere were instructed by one of England’s largest institutional landowners and land managers to assist with an access request from Scottish and Southern Energy (SSE) who wanted to replace the oil at a substation in Hampshire. The works required specialist coordination to balance essential infrastructure improvements with the sensitivities of the New Forest SAC, SPA and Ramsar site.

The project involved draining and removing approximately 9,000 litres of mineral oil from an existing transformer, before delivering 9,000 litres of clean oil and refilling the unit.

HGV access was essential for both removal and delivery, creating potential risks to livestock, public safety, gravel access tracks, and the designated habitat of the site. Given the ecological sensitivities, the works required careful planning and engagement with multiple stakeholders.

AssetSphere coordinated closely with SSE and contractors to ensure the works progressed safely and with minimal disruption. A temporary access licence and plan were agreed, with all HGV movements managed by banksmen to reduce risks to livestock and maintain public safety. Efforts were made to minimise impacts on gravel access tracks and the wider environment.

We managed a lengthy consultation process with key stakeholders, including the Verderers of the New Forest and Natural England, to ensure all statutory and conservation interests were considered. This engagement provided reassurance that ecological designations were protected, and the landowner’s obligations were met.

The oil-replacement scheme was completed in June 2025. The transformer was refilled without incident, and contractors left the site in a clean, satisfactory condition with no requirement for any reinstatement, and without any subsequent claim for damages or compensation.
